Localization of high-end valves is “difficult to produce” At present, our country has been able to provide a variety of products in the valve market (valve market analysis): such as heating valves, environmental protection valves, construction valves, etc.Although in recent years, through the efforts of domestic enterprises, some high-end pump and valve products have been localized, but there are still some products in the imported state.According to data provided by the China General Machinery Industry Association, the pump products imported from China this year mainly include: hydraulic reciprocating piston pumps, other hydraulic reciprocating drain pumps, rotary axial piston pumps, other centrifugal pumps with a speed below 10,000 rpm, liquid pump parts, vacuum pumps, etc.Valve products mainly include: pressure reducing valve, hydraulic transmission valve, pneumatic transmission valve, safety valve or relief valve, valve parts, etc.In the field of high-pressure valves, we still rely on imports, which is also an area where our valves need to make breakthroughs in the future.The industrial positioning of the high-end valve industrial park is to build a high-end, complete, internationalized, and headquartered high-end valve city in China. It will take 3 to 5 years to introduce 200 high-end valve companies, attract investment of more than 20 billion yuan, and achieve annual sales revenue of more than 50 billion yuan, and ultimately achieve an annual sales revenue of more than 100 billion yuan. Scale.

At present, both in terms of domestic market policy support and the current technical level, the research and development of high-end valves is not favorable enough.Overall, with the gradual advancement of the national policy of accelerating the revitalization of the equipment manufacturing industry, the development of the general basic manufacturing industry will further receive key support.Large users of valves in the petrochemical industry, the electric power sector, the metallurgical sector, the chemical industry, and urban construction will increase the demand for valve products, but the feasibility of valve import substitution in various sub-industries in our country is very different, and high-end valves urgently need more policy guidance and scientific research support.

According to the analysis by the person in charge of the China General Machinery Industry Association, there are four main reasons for this phenomenon.

R&D investment has been insufficient for a long time.There is a clear gap between domestic companies and some developed foreign companies in the concept of product technology development.Insufficient investment in scientific research funds and R&D funds has become an important factor restricting the independent research and development of valve companies.According to incomplete statistics of the water pump industry, R&D capital investment accounts for less than 2% of the operating income of business owners. Compared with well-known foreign companies, the industry-wide R&D capital investment is very small.Relevant statistics show that the annual research and development expenses of China's water pump industry are not as high as the scientific research expenses of a foreign company.

The ability to innovate independently is weak.It is understood that the digestion and absorption of introduced technologies in China's machinery manufacturing industry is slow, and most enterprises have weak technological innovation capabilities, and 57% of the core technology sources of major machinery products rely on introduction.Although most of the products in China's water pump manufacturing industry have basically achieved independent production and manufacturing, domestic enterprises are mostly responsible for the low-end processing links of products, and the breadth and depth of autonomy need to be improved.For example, the nuclear-grade pump products in the complete equipment of nuclear power plants that have now begun to be localized, and the high-pressure boiler feed pump core package products in the complete equipment of million-kilowatt supercritical and ultra-supercritical thermal power stations, most of their key core technologies still need to rely on imports.

Customers are less willing to buy domestic products.Although domestic products have reached the same level as foreign countries in terms of performance indicators, some customers are still willing to purchase foreign technical equipment, making it more difficult for domestic pump products equipped with major technologies (valve technology, water pump technology) to enter the market.Although many domestic high-end pump products have a considerable technical level, some user departments still refuse to use them for reasons such as lack of operating performance.

Lack of common technical research in the industry.As a result of the restructuring, some research institutes serving the industry have become enterprises fighting for each other, and the structural nature and focus of work have undergone great changes.The technical support role of its industry is weakening day by day, the development speed of new technologies and new processes is slow, and it is difficult to connect design, technology, materials and manufacturing standards with foreign countries.In this regard, the relevant persons put forward three suggestions：

First, establish a new mechanism to encourage enterprises to innovate independently.According to the national comprehensive plan for the pump and valve manufacturing industry and the regional layout plan, a number of regional leading technology and product development laboratories, test bases and product development centers will be built.Relying on scientific and educational institutions with strong innovation capabilities, establish a diffusion site for scientific and technological achievements.Encourage and support the establishment of a pump and valve manufacturing technology research and development center.

Secondly, improve the technology promotion system.Rationally set up grassroots manufacturing technology promotion organizations, and gradually establish a diversified manufacturing technology promotion system led by the national manufacturing technology promotion organization, with division of labor and cooperation and in-place services.

In addition, it is necessary to improve the scientific and technological training system and improve the protection system of intellectual property rights.Establish and improve the connection between the training service functions of universities, scientific research units and secondary vocational schools and basic education, and give full play to the strength of institutions at all levels.Further improve the market environment for new product innovation, actively promote new product development, and enterprises and scientific research units establish and improve independently developed new product management rules and regulations.
